SOME OF COMMISSIONER RICHARD L. STEINBERG'S ACCOMPLISHMENTS


Education
  • Served as liaison for the Mayor and Commission in developing an Education Compact between the City and Miami-Dade County School Board.
  • Supported teachers by introducing a resolution endorsing increased pay for teachers in Miami-Dade County.
  • Supported gap funding for school clinics.
  • Proposed that unclaimed funds from City of Miami Beach Homeowner’s Dividend Fund be used to improve the quality of public schools in Miami Beach.
Transportation and Parking
  • Proposed creative parking solutions, including a preferred parking program for hybrid vehicles- the first in the State of Florida.
  • Served as City’s liaison to the 63rd Street Project Citizen Advisory Committee.
  • Added 3rd Lane on Collins Avenue and 63rd-72nd Street
  • Converted unused bus loading area on 41st Street to additional parking.
  • Successfully, fought to preserve parking on Harding Avenue.
  • Negotiated on the City’s behalf to ensure lasting public parking in the 5th & Alton joint venture.
  • Sponsored a Valet Parking Ordinance that increased penalties for valet parkers that take public parking spaces, and required all new valet parking employees to be trained.
  • Proposed creating additional parking in the Flamingo Neighborhood through the G.O. Bond Project.
  • Secured $800k in funding from Congress for the West Avenue Bridge.
Tourism, Revitalization & Preservation
  • Helped revitalize the tourism industry post 9/11 by pushing for more accountability of the Greater Miami Convention & Visitors Bureau (GMCVB).
  • Continues to work with American Airlines & GMCVB to encourage individuals making connections through MIA to stay over while here.
  • Supported the revitalization of North Beach through sidewalk café permits, preserved the parking lot on 72nd Street instead of allowing it to become privatized for residential use.
  • Supported the renovations of the Byron Carlyle Theater.
  • Supported the creation of the North Beach Resort Historic District.
  • Pushed for concurrency and avoiding over development through supporting down-zoning when given the opportunity.
  • Led the legislative battle over Burt J. Harris Act in Tallahassee & through the League of Cities.
  • Advocated for a concurrency system that requires true concurrency.
Campaign Finance Reform
  • Advocated for campaign finance reform legislation to prohibit campaign contributions from lobbyists and developers and strengthening the penalty provisions, as well as proposing a ban on corporate donations.
Quality of Life
  • Supported the Florida Kid Care program, introducing resolutions to protect and enhance the program.
  • Strengthened the City’s Human Rights Ordinance by sponsoring legislation that increased the penalties, including an increase to the maximum penalty to an amount 30 times greater than previously existed.
  • Sponsored an ordinance banning products with trans fat in city owned vending machines.
  • Sponsored an ordinance prohibiting panhandling in portions of Miami Beach.
Safety
  • Strengthened the City’s landmark Sexual Predator Ordinance and created a ban on sexual predators in the City’s parks and making the law applicable to more sexual predators.
  • Sponsored a resolution urging the Florida Legislature to strengthen vessel safety regulations with regard to personal flotation device requirements for children.
  • Supported stronger laws against drivers using cell phones while in a school zone.
Innovation
  • Created the Vote Miami Beach program, an outreach program to increase Miami Beach voter registration and participation in the election process, an effort that increased voter registration by 20% from 2003-2005. 
  • Proposed a wireless broadband technology (WiFi) project on Lincoln Road that led to a city-wide WiFi project that will strengthen public safety, increase government efficiency in delivery of services and provide free wireless connectivity to the Internet for City residents and visitors.
  • Created an Ad-Hoc Hurricane Taskforce to examine the City’s readiness and response to hurricanes.
  • Spearheaded the translation of Commission meeting broadcasts into Spanish.
  • Proposed creative parking solutions, including a preferred parking program for hybrid vehicles - the first in the State of Florida.
Leadership
  • Represents the City on the MPO (Metropolitan Planning Organization).
  • Serves as President and Legislative Chairman of the Miami-Dade County League of Cities.
  • Served numerous times as city liaison on various projects.
  • Served as Chair for the Neighborhoods/Community Affairs Committee and Vice Chair for the Finance and Citywide Projects Committee.
  • Serves as Vice Chair for the Land Use and Development Committee.
